유럽연합(European Union, EU)으로 대표되는 유럽통합 과정은 끊임없는 도전의 반복이었습니다. 전쟁이후 유럽의 복구, 제국주의 붕괴로 인한 개발도상국들과의 공존, 냉전시대 외부적 위협으로부터의 안전, 체제전환과 자본주의시장경제의 확대, 보호무역에서 자유무역으로 변화, 세계적인 금융위기 대응, 환경 및 방역의 문제들로 이어지는 끊임없는 도전들은 EU에게 변화와 발전을 요구하였습니다. 앞으로도 이러한 과제들은 계속 새롭게 등장할 것입니다.
EU는 체제, 경제, 문화, 언어 등의 장벽을 극복하며 오랜 시간동안 꾸준히 회원국을 확장하였습니다. 여전히 EU의 회원국들은 각자의 개성을 존중하며 공존을 위한 노력을 지속하고 있습니다. 냉전시대의 종결에 따른 동유럽 국가들의 체제전환과 자유화는 EU의 확대를 가져오는 획기적인 사건들이었습니다. 그러나 브렉시트(Brexit)로 표현되는 영국의 탈퇴와 같은 혼란스러운 문제도 여전히 EU에게 과제입니다.
유럽의 평화와 통합을 위해 노력해온 EU는 국제사회에서도 인류의 미래를 위하여 ‘유럽의 가치’를 반영한 새로운 기준들을 제시하였습니다. 여러 가지 변화에 요동치고 있는 최근의 국제사회에서도, EU의 역할과 기능은 새롭게 평가되고 있습니다. 특히 EU와 한국은 전략적 동반자 관계를 발전시키며, 국제사회에서도 많은 일을 하고 있습니다. 양측의 관계는 글로벌 네트워크 환경에서 더욱 가까워지며 새롭게 진화할 것이라고 믿습니다.
The process of European consolidation represented as the European Union (EU) was a constant repetition of challenges. These challenges include the restoration of Europe after the war, coexistence with developing countries due to the collapse of imperialism, safety from external threats during the Cold War, regime transformation and expansion of the capitalist market economy, change from protective trade to free trade, response to the global financial crisis, environment and quarantine problems. Such challenges led to change and the development of the EU. In the future, these challenges will continue to emerge.
The EU has steadily expanded its member states over the years by overcoming barriers such as regime, economy, culture, and language. The EU member states respect their individuality and continue to strive for coexistence. The transition of regime and liberalization of Eastern European countries following the end of the Cold War were groundbreaking events leading to the expansion of the EU. However, chaotic issues such as the withdrawal of the United Kingdom from the European Union, called Brexit, are still a challenge for the EU.
The EU, which has been striving for peace and the consolidation of Europe, has presented new standards that reflect 'European values' for the future of mankind in the international community. The EU's roles and functions are being evaluated anew even in the recent international community, which has fluctuated due to various changes. In particular, the EU and Korea are developing strategic partnerships and playing a role together in the international community. We believe that the relationship between the two will grow closer and evolve anew in a global network environment.
